MEAL Manager – Damascus (Syria) – Syrian Arab Republic

The general objective of the MEAL Manager is to ensure the development and implementation of the MEAL system of the TGH mission in Syria.

Under the supervision of the Country Director and in coordination with the Program Coordinators, the MEAL Manager will supervise the MEAL Officer and the MEAL Assistant and will be in charge of:

Monitoring and evaluation

  • Oversee the country’s MEAL systems, ensure its efficiency and effectiveness, suggest improvements and ensure the integration of these systems into country programs.
  • Regularly updates the MEAL work plan which includes all ongoing projects and planned M&E activities. Provide advice on the type, frequency and design of monitoring tools and activities.
  • Lead and oversee the creation and updating of MEAL databases and tools, as required by the program.
  • On a monthly basis, lead and oversee the compilation of data collected from field teams, in coordination with MEAL and Program teams.
  • Lead the analysis of collected data, in coordination with program teams and the Reporting and Grants Manager.
  • Ensure data is incorporated into management decisions and used in program management.
  • Support program teams and technical units in defining surveys and assessments (sampling, questionnaires, baseline/end-of-line surveys and technical studies etc.)

Accountability and learning

  • Ensure effective implementation and use of complaints and feedback mechanisms in accordance with the SOP in place.
  • Ensure that complaints/feedbacks are properly collected, analyzed, processed and addressed in a timely manner and in complementarity with the specific procedures in place (e.g. PSEA, fraud and corruption, security plan, etc.).
  • Ensure proper management of the central CFM database.
  • Ensure that complaints and feedback collected are used to improve programming practices.
  • Collect and help capitalize on good practices and lessons learned in the context of each project, and ensure their follow-up.
  • Work to ensure that TGH staff, partners, beneficiaries and contractors understand and follow CFM procedures.

Support for reporting activities

  • Oversee data analysis and production of M&E reports.
  • In collaboration with the Coordinators and the Reporting and Grants Officer, contribute to donor project proposals and funding efforts (in particular the design of the logical framework and the formulation of SMART indicators) and reports (through the analysis and interpretation of results).

Team management

  • Manage the MEAL Manager and MEAL Assistant in their daily tasks related to monitoring and evaluation.
  • Implement regular staff evaluations and HR monitoring.
  • Ensure capacity building of the Syrian team on MEAL processes and techniques, in collaboration with the program coordinators.

  • Actively participate in monitoring the context and humanitarian needs in TGH’s areas of intervention, collect and synthesize available resources.
  • Contribute to identifying and conducting required needs assessments and developing relevant methodologies and implementation modalities.
  • Identify and design innovative practices to increase the effectiveness and efficiency of M&E procedures and project management.
  • Support the Country Director on strategic direction based on a global business analysis


  • Support the Country Director and the Coordinators on certain cross-cutting issues from time to time.
  • Represent TGH in high-level national forums, such as technical M&E working groups.
  • Participate in M&E related conferences and workshops where possible and keep abreast of best practices and new knowledge in the M&E sector.

Training and experiences

  • University degree, preferably a master’s degree in project management
  • At least two years of experience in a MEAL position in humanitarian environments
  • Experience of working with different donors and good knowledge of their procedures (ECHO, HF, OCHA, CDC, SDC, UNHCR…)
  • Experience in the humanitarian sector (INGO, LNGO, UN agencies, etc.)
  • Experience in the Middle East and/or knowledge of Arabic would be an asset

  • Strong computer skills, including basic MS Office applications (Word, Excel, PowerPoint, Forms, Teams, etc.). – Excel including for data analysis and visualization.
  • Knowledge of and experience with online data collection and survey platforms (e.g. Kobo, Google Forms, Google Sheets, Google Data Studio, etc.), quantitative and qualitative analysis software, and data visualization applications data.
  • Strong interpersonal skills and demonstrated ability to work effectively in a team and under pressure
  • Skills developed for organization, multitasking and task prioritization
  • Excellent communication and writing skills in English. Preferably a proficient user of spoken and written French

Position: MEAL Manager

Country: Syrian Arab Republic

Location: Damascus

Duration: 06 months, renewable (depending on availability of funds) – from October 2022

Place in org. Chart: Under the direct responsibility of the Country Director

Conditions: Employee contract, gross monthly salary of €1,900 to €2,600 depending on experience, monthly per diem USD 850, 100% medical coverage + repatriation insurance + provident fund, accommodation, international and local transport as part of the mission, break Every 3 months. Duty station without family.
